    I agree – I am trying to brief TB and without understanding the TUPE total employment liability it is nigh on impossible to decide if to bid or not. Would TUPE apply if only awarded a national lot – might be easier?? TUPE/ redundancy a serious undertaking if no in house or designated HR resources.
